Chief: Harold Perry Resource Management Policy 2007-2008
|
The Ardoch Algonquin First Nation will adhere to and follow this Resource Management Policy and its subsequent amendments.
Definitions
Harvesting: The taking of Game, Fish, or Plants.
Species:
The type, breed or variety of game, fish, or plant.Season:
The period within which a designated species may be harvested.Limit:
The maximum number of any species which may be harvested during a specified season.Report:
The required reporting of a species harvested to the Resource manager or to Membership if the Resource manager is not available. If a species is designated as requiring a report when it is harvested then notice must be given as to the species and number of that species taken within seven days of harvesting. This seven days does not include any time during which the member may be for reasonable circumstances be unable to unable to make a required report.Area:
The defined boundaries of the Algonquin Nation as described by the Ottawa River Watershed and the margins of adjacent watersheds where Algonquins have harvested in contemporary, historic and pre-European contact time.CSC (Common sense and conservation):
Harvesting in such a manner that no species is endangered, and in such numbers that our descendents may continue harvesting in the future.APB (Algonquin Person Benefiting):
One of this Species may be taken for each Algonquin person in a household.PH (Per Household):
One of this species may be taken for each Algonquin household.Policy regarding Harassment by and Charges laid by the MNR
It is the policy of the Family Heads Council that if a member is harassed by agents of the MNR while harvesting Game, Fish, or Plants, or charged for illegally harvesting Game, Fish, or Plants while operating within the rules set forth in the Resource Management Policy that such harassment or charges are an act perpetrated against the whole of the Ardoch Algonquin First Nation and will be dealt with as such.
Harvesting Hours:
Harvesting Hours for fish and game will be regulated by the Family Heads Council.
Harvesting Hours for plants are not regulated. Members must use the principals of Common Sense and Conservation when harvesting wild plants.
Appropriate Ammunition:
Hunters must use the rifle type and calibre of bullet , Gauge of shotgun and type of shot, or bow and type of arrow head which will cause the least suffering by the species of game being harvested and least possible danger to the general public and property which may to happen to be in close proximity.Purpose and Goals:
1. To continue the sacred relationship between the Algonquin people, the land, and creatures envisioned by the Creator.
2. To ensure that all Algonquins may exercise their inherent right to harvest fish, game, and plants within the traditional territories of the Algonquin Nation.
3. To respect the relationship between Algonquins and all creatures with which we share the land.
4. To ensure the protection and conservation of fish, game, and plants for the continued use of the Algonquin people and for the benefit of others.
5. To recognize and promote the values of mutual respect and benefit among all Algonquins.
Administration:
1. Ke- Pazhigwandumin (Family Heads Council) shall appoint a Resource Manager for a one year term.
2. The Resource Manger may designate one or more Assistants to help administer this Policy.
3. The Resource Manager shall report to Ke- Pazhigwandumin.
4. The Resource Manager shall compile and keep records required by this policy and as directed by Ke- Pazhigwandumin.
Harvesting Responsibilities:
1. When requested by the Resource Manager or an officer of the Ontario Ministry of Natural Resources a member shall present only for purposes of identification their membership card.
2. Members of the Ardoch Algonquin First Nation should fish, hunt or harvest plants in the territory in which they are familiar and have taken measures to understand and know.
3. Members of the Ardoch Algonquin First Nation shall not knowingly endanger any species of plant or animal in any location and shall report concerns of endangerment of species to the Resource Manager.
4. Members of the Ardoch Algonquin First Nation will refrain from sport hunting and fishing.
5. Members of the Ardoch Algonquin First Nation shall report all harvesting required by this Policy.
6. Members of the Ardoch Algonquin First Nation who benefit from the harvesting may be required to provide assistance in the restoration of spawning; nesting; browsing and protective habitats.

Special conditions:
1 . Members of the Ardoch Algonquin First Nation may use dogs to hunt.
2. Members of the Ardoch Algonquin First Nation may exceed the harvest limit of any species when consent is given to do so by the Resource Manager. The Resource Manager will take into consideration the Member's need and the availability of game. The Manager may request other members to provide for needy persons and families.
3. No fishing will be allowed for any species during spawning unless for subsistence, cultural, social or spiritual purposes.
4. This Policy is intended for use within the defined boundaries of the Ardoch Algonquin First Nation as described by the Ottawa River Watershed and the margins of adjacent watersheds where Algonquins have harvested in contemporary, historic and pre-European contact time.
5. Private property shall be respected at all times and permission must be obtained in writing from the owner(s) before harvesting on private property.
6. The Ardoch Algonquin First Nation will strive to harmonize it’s Resource Management Policy with the other Algonquin communities and the Algonquin Nation,
Enforcement:
1. Any contravention of this Policy which comes to the attention of the Resource Manager shall be brought to Ke- Pazhigwandumin.
2. Members of the Ardoch Algonquin First Nation contravening this Policy may be requested to stop harvesting for a determinate or indeterminate period of time, may be required to compensate for damages caused, and may be directed to take restorative measures to mitigate damages.
3. All members must take responsibility to address contravention of this Policy.
Amendments:
1. Amendments to this Policy may be made from time to time by resolution of Ke- Pazhigwandumin.
